i. RESULT: Innovest created a custom Distribution Checklist for participants
considering a rollover. The majority of assets rolled out of the plan in the first
three quarters of 2023 rolled to an Empower IRA.

b. Focus on developing or improving the pre-retiree education.
i. RESULT: Age based ECE messages address pre-retirement needs such as
contribution amount, asset allocation, and distributions. Empower also
conducted a series of seminars onsite and webinars that targeted pre-retirees
and retirees. Through October 2023, Empower conducted 419 individual
meetings inclusive of 120 Retirement Readiness Reviews; three Education
Seminars for retirees with 7 attendees; and, six seminars for pre-retirees with 55
attendees.
c. Focus on targeted education relative to years of service.

i. RESULT: The ECE messages that are generated and sent are based upon a
participant’s age, income, years of service, and balance. Supporting data is
provided in the attached report on ECE communications.
