               2026 DCAC Goals & Objectives

                   1.  GOAL – Increase average contribution amount.

                          •  ACTION – Promote “being a part of this $1 billion plan” to encourage increased
                              participation and average contributions.

                                   o  $1 billion plan assets campaign (see Denver campaign)

                          •  ACTION – Target 1% contributors via email Empower campaign.

                          •  ACTION – Continue working to move more participants from flat-dollar to
                              percentage of compensation contributions.

                                   o  Examine flat-dollar contributors to determine how many hit the 402(g)
                                       limit in 2025.

                          •  ACTION – Increase the number of deferral changes when participant meet with
                              Empower.

                                   o  141 increased from 01/01/2025 – 09/30/2025.

                          •  RESULTS – Compare participation and average contribution numbers to 2025.

                   2.  GOAL – Increase participant engagement and security of participant data.

                          •  ACTION – Continue Empower login education campaign to capture more employee
                              email addresses and create accounts with dual authentication.
                                 o  Currently 78% of participants have an email address.

                                 o  Currently 46% have logged on and created an Empower account.

                          •  RESULT – Compare 2025 to 2026 numbers.

                   3.  GOAL – Increase percentage of participants establishing a beneficiary.

                          •  ACTION – Empower to develop and implement a “Leaving a Legacy” campaign
                              through participant meetings and webinars.

                                 o  Currently, XX% have established a beneficiary.

                          •  ACTION – Compare 2025 to 2026 percentage.

                   4.  GOAL – Increase utilization of Financial Wellness resources.

                          •  ACTION – Leverage Empower and Remotiv financial wellness content.

                          •  RESULT – Not sure how this will be measured.

                          •  ACTION – Develop method of helping participants determine how much to save.
