THE POSITION
San Mateo County Health is seeking a qualified individual for the position of Director of Correctional Health
Services to plan, organize, direct and coordinate all clinical and administrative operations and services including
contract monitoring for all Correctional Health Services programs within the County. The position reports to the
Chief of Health, is a member of the executive team for Health and works in collaboration with leadership of the
other client/patient serving divisions of Health. The services are located at two adult and one youth correctional
facility and include medical, nursing, pharmaceutical and dental services, mental health and substance use
disorder treatment and associated re-entry collaborative work involving multiple public agencies. There are 145
Correctional Health staff, comprised of 74.25 medical, 42.5 mental health and substance use disorder, and 28.35
administration, plus contracted medical and dental. The role includes oversight of organizational contracts for
inpatient and specialty care including onsite specialized acute psychiatry services.
Strategic challenges and opportunities the new Director of Correctional Health Services will face in the next few
years include: implementing improvements to the clinical assessment and triage process at booking; aligning
substance use disorder services offered with best practices; partnering with other departments on reform
opportunities offered by Cal-Aim to better link inmates upon discharge to community services and supports;
leveraging State purchasing mechanisms to reduce pharmacy costs; transition to a new electronic health record;
working with other departments to implement the Racial Equity Action Plan and continuing to improve
recruitment and retention.
IDEAL CANDIDATE:
Has proven success leading, inspiring, motivating and empowering a diverse, multi-disciplinary staff and forward-
focused teams;
Possesses a thorough understanding of providing, monitoring and improving correctional health services including
medical, dental, mental health and substance use disorder treatment;
Has proven success in managing health services in a correctional environment including supervising and
evaluating staff work performance;
Has direct experience implementing and overseeing quality and performance improvement methodologies such as
Lean;
Demonstrated experience collaborating effectively with staff and partners;
Has excellent written and oral communication skills;
Familiarity with the context influencing correctional services today including criminal justice reforms and emphasis
on reducing recidivism and effective treatment for mental health and substance use disorders, and;
Possesses a graduate degree in public administration, public health, mental health, psychology, social work,
nursing or a related field and clinical licensure.
