QUALIFICATIONS


     KNOWLEDGE OF:

       Principles and practices of park management and administration; land use planning and development;
       landscape architecture in park and open space situations, building construction and natural resource protection.
       Principles and practices of budget preparation, administration and control; and state and federal assistance
       programs for park acquisition and development.
       Organizational, administrative, and management principles and practices.
       Pertinent local ecosystems and the impact of climate change on natural resources in County parks.
       Principles and procedures of personnel management such as supervision, training and performance evaluation.
       Principles of resource allocation, planning and budgeting.



     SKILL/ABILITY TO:

       Assist in organizing, directing and coordinating the activities of a large diversified park systems.
       Assist in the development and implementation of departmental policies and procedures.
       Assist in the development, control and successful administration of departmental budget and expenditures and
       performance measures.
       Interpret, apply, and explain County policies and state and federal legislation related to departmental services.
       Select, supervise, train, and evaluate the work of professional, technical and clerical staff.
       Communicate effectively both orally and in writing.
       Analyze and evaluate statistical data and reports related to department operations and performance and

       prepare a variety of complex reports and documentation.
       Analyze situations and problems accurately, identify alternative solutions, project consequence of proposed
       actions, and implement effective course of action in support of solution.
       Negotiate agreement between differing individuals and groups of individuals.
       Represent the County under diverse circumstances and prepare and deliver oral presentations to small and
       large groups.
       Utilize appropriate interpersonal style and methods of communication to gain acceptance, cooperation, or
       agreement of a plan, activity, and/or program idea.
       Maintain liaison with various private and public agencies, and deal successfully with the public and other
       interested groups.
       Work cooperatively and effectively with Board of Supervisors, County Manager, other departments and officials
       and others contacted in course of performing assigned duties.





     EDUCATION AND EXPERIENCE:


       Any combination of education and experience that would likely provide the required knowledge, skills and
       abilities is qualifying. A typical way to qualify is four years of increasingly responsible professional park
       management and development experience including one full year in a senior-level administrative or
       management position.
