CHALLENGES AND OPPORTUNITIES
Continue to implement the Organized Drug Medi-Cal System of Care involving significant reforms to the
operations and expansion of services under Drug Medi-Cal. Expand integrated medication assisted treatment
and implement contingency management pilot.
Continue to promote the role of people with lived experience at all levels of the organization and through
culturally competent, consumer-run, community-based capacity for peer support services.
Improve the integration of Serenity House, a crisis residential treatment program located on the Health
System Campus in San Mateo, into the continuum of crisis services that respond to people in crisis.
Partner with criminal justice/law enforcement agencies, Correctional Health Services leadership and others to
continue developing alternatives to incarceration for people with mental illness and drug and alcohol
problems. Partner with the Courts and others on implementation of Community Assistance, Recovery and
Empowerment (CARE) Court.
