DEFERRED COMPENSATION ADVISORY COMMITTEE
BYLAWS
1. Absence due to an injury or illness of the member or injury or illness of the member’s
immediate family member as defined by the County or by applicable union agreement.
2. Absence due to the death of a rela�ve as defined by the County or by applicable union
agreement.
3. Absence due to performance of required County business.
4. Absence due to performance of authorized DCAC business.
5. Absence due to jury duty or required court appearance.
6. Absence for a reason for which the DCAC finds good cause.
7. Absence related to an approved leave of absence.
Ques�on for DCAC: Should the Bylaws allow for a temporary, qualified alternate for the
purpose of quorum?
The DCAC may make excep�ons to these Atendance Requirements on a case-by-case basis
at its own discre�on.
F. Term Limits—Each DCAC member is limited to two four-year terms. Prior to the end of any
member’s term limit, the Appointment Process will be ac�vated to replace the depar�ng
member. If a qualified replacement cannot be iden�fied, the DCAC could extend a member’s
seat on the DCAC by up to two years at a �me.
If these Bylaws are ini�ally approved in 2024, the term limits would apply prospec�vely. That
is, prior service by exis�ng DCAC members would not count towards term limits.
1. Ex-Officio Seats—Term limits do not apply to the ex-officio seats.
2. Management Seats—Each management seat will expire in a different year on a rota�ng
basis. If these Bylaws are ini�ally approved in 2024, the three management seats would
expire in the following years and would be subject to term limits.
• Seat 1: 2025, 2029, etc.
• Seat 2: 2026, 2030, etc.
• Seat 3: 2027, 2031, etc.
3. Non-Management Seats—Each non-management seat will expire in a different year on a
rota�ng basis. If these Bylaws are ini�ally approved in 2024, the four non-management
seats would expire in the following years and would be subject to term limits.
• Seat 1: 2025, 2029, etc.
• Seat 2: 2026, 2030, etc.
• Seat 3: 2027, 2031, etc.
• Seat 4: 2028, 2032, etc.
(excep�ons beyond two terms?)
Mid-Term Vacancies—If a seat is vacated mid-term, it will be filled using the defined
appointment process. The expira�on date of the seat will remain the same. The two-term
limit of the new appointee will begin with the next term, not with the mid-term.
G. Officers—According to Board of Supervisor resolu�ons, the DCAC has two ongoing officers.
