I. NAME OF THE COMMITTEE
The official name of the body that governs the County’s Deferred Compensa�on Program is the
Deferred Compensa�on Advisory Commitee, or, in the alterna�ve, the “DCAC” or “Commitee”.

III. COMMITTEE MEETING LOCATION
The DCAC meets at 455 County Center, Room 402, Redwood City, CA 94063, or as appropriately
and legally no�ced by the DCAC. The date, �me and loca�on of each mee�ng will be published
in accordance with the State of California’s Brown Act.
IV. COMMITTEE COMPOSITION
A. Number of DCAC Members—The DCAC shall consist of the following nine (9) persons: the
Human Resources Director (or designee), the Tax Collector-Treasurer (or designee), three
management employees appointed by the County Execu�ve, and four non-management
employees selected in accordance with union memorandums of understanding and/or
procedures to be established by the County Execu�ve and all of whom shall serve at the
pleasure of the County Execu�ve. (Reference: Board of Supervisors Resolu�on 070192, June
16, 2009)
B. Appointment Requirements—Each DCAC member, as a pre-condi�on of appointment to the
DCAC, must be a par�cipant of the §457b plan. Each DCAC member must remain a
par�cipant of the §457 at all �mes during his/her service on the DCAC.
In addi�on:
1. Each DCAC member must annually complete the State of California’s Statement of
Economic Interests (Form 700).
2. As each DCAC member is a fiduciary of the plans, each DCAC member must receive all
fiduciary educa�on trainings approved by the DCAC. Trainings offered within the regular
or special mee�ngs can be taken in real �me or through a recording of the mee�ng.
Ques�on for DCAC: Should the Bylaws include any other “minimum qualifica�on” for new
trustees?
