NAGDCA Leadership Award Submission:
Plan Design and Administration
The goal of this project was to create a repository for documents relative to
the administration of the County of San Mateo’s 457(b) Plan, 401(a) Plan and
Health Reimbursement Account (HRA). To facilitate this project, the County, with
the support of its consultant (NFP), implemented a new website designated the
“Fiduciary Briefcase” in September of 2019.
This new web tool places key documents in a single location for decision-makers and
committee members, along with key plan administration personnel. Documents contained
in the briefcase include:
• 457(b) Plan Documents • Most recent budget
• Investment Policy Statement – Covering reimbursement
• Educational Policy Statement from the recordkeeper for
• Reserve Policy plan-related expenses
• Quarterly committee agendas and
minutes for the last calendar year
